As evidence builds that a 20mph limit reduces casualties by some 20-40%, sooner or later a local authority setting or keeping 30mph on a road where motors mix with people in a planned manner will be held liable in civil law for the consequences of such an unwise limit. See

It's becoming absolutely clear that a "safe system" can only be delivered on those public spaces between buildings that we call streets if we adopt limits aligned with survivable speeds for humans. And in an urban context 30mph kills and is simply not acceptable. Its time to end

Regarding 20mph limits and emissions. Modern cars have management systems that limit fuel used to load rather than revs. Load is less at 20mph than at 30mph. It also takes 2.25 times the energy to reach 30mph as 20mph. Its why in the real-world 20mph limits are a +ive influence
