Δεν είναι σημερινό φαινόμενο. Γράφει ο Θουκιδιδης: Ο Κλέων ήταν Αθηναίος στρατηγός. Αντιπρόσωπος της αστικής τάξης αλλά αριστοκράτης. Πολεμοχαρής, δημαγωγός,τραχύς, απότομος, συκοφάντης, φαύλος. Ήξερε πώς να χειραγωγεί τα συναισθήματα του αθηναϊκού λαού. Τον στήριζαν οι φτωχοί.
