Indians don’t have an option. We’ve a huge problem of dust from construction, excavation of roads etc in our urban spaces. Solid waste management is inadequate. Obnoxious levels of filth in our cities leaves us with no option but to practice obsessive levels of hygiene at home.

Enforcement of this is key. The only system that will work to bring traffic discipline in India is to create an "incentivized snitching system." Let other drivers get paid to snitch on traffic violations. Let them record it and upload to an app. Pay them 30% of the fine. Win-win.
