"Possible or potential future use" turns any object into a military objective. The evidentiary standard in IHL is higher, as any military lawyer would tell you if you argued "possible or potential future civilian harm" should be counted in a collateral damage estimate.

Of course “possible or potential future use” is not the standard for a permissible military target. That said, that does not appear to be what the document excerpt posted here actually claims.
