Comments are in at FERC about who will pay to keep this coal plant open. Docket EL25-90. Not surprisingly, no one wants to pay for it. Most common argument is that bc no one benefits from DOE's order, no one should pay for it (cost causation / beneficiary pays).

This is basically a normal use of DOE's emergency authority. It responds to a utility request and is limited in duration to a specific weather-related emergency.
