Dialogue with local authorities remains essential to ensure a dignified future for vulnerable Afghans. Absence of dialogue has only led to increased marginalization of women and girls.

International donors should scale-up their assistance for the Afghan people, providing emergency and long-term funding to facilitate long-term solutions. Despite restrictions, humanitarian actors can still assist women and girls. Through dialogue, wins are still possible.
