The problem is this. Self-determination vs. territorial integrity. Normally, (2) dominates (1). But once you let (1) dominate (2), then you open the Pandora's box for many self-determinations dominating state territorial integrity.

The legal situation of the 4 oblasts claimed by Russia was different. They were the 3rd administrative level within Ukraine: oblasts and not autonomous republics. So far no such unit (3rd administrative level) had become independent. So their claim is much weaker than Crimea's.

The West wants to have rule 1 for situation A, and then rule 2 for equivalent situation A'. It is called a rules-based global order. It is a good term. "Rules" is in plural. For every situation there is a different, convenient, rule.
