What US entrepreneur in their right mind is going go and build a factory to manufacture shoes/pipes/tools/car parts/whatever. 2 years to build, millions of dollars on the line, labour constraints etc, only for the tariffs to be overturned by the next administration.

This is not true. The U.S. poultry industry has a tariff-free quota allocation in South Africa. We are not blocking the U.S. poultry. However, U.S. poultry producers have never fully utilized their allocated quota. Recently, they used just under 60% of the 71,632-tonne quota.
