A potential solution: expert survey panels that aggregate confidence-weighted scientific opinions on emerging issues, allowing non-scientists to see areas of scientific consensus, division, and uncertainty. E.g. the economics panels from Chicago Booth: kentclarkcenter.org/us-economic-ex…
