Local authorities in Zimbabwe are responsible for representing and overseeing the affairs of citizens in rural areas, as mandated by their position. Providing effective services is crucial for the progress of communities and must be the primary concern for every local government.

Gweru City Council has begun a pilot project on water prepaid meters on 80 households of Gweru (Lundi, Ivene & Southdowns') as efforts to curb estimation on water billing. However, reliable sources confirm that, when residents taps on the smart meter, the water is not coming out.

Secondly, the smart meters are not reflecting the amount of water remaining, which would have been paid by the resident. Thirdly, most households are being double billed by Gweru City Council meaning (charges from the removed old meter in RTGs and new smart meter in USD). #water

Its disappointing to see the low level of citizen participation in local governance issues at a consultation held today considering how Gweru City Council is including VAT on the current budget that is burdensome and continued poor service delivery (water supply, refuse collection & roads).

Gweru residents have rejected council management’s recommendation to bill residents in USD🇺🇸 to keep pace with the continued increase of inflation, at a recently held consultative meeting. Most residents also demanded that Gweru City Council conduct proper consultations in all 18 wards.
