This will be a must-watch. We like to endlessly excavate the past in Ireland in the vain view that the past was terrible, and we treat people much better now in institutional settings. The present reality is too hard for us to face, and there are no nuns to blame.

3. When Govt removed family visits during Covid, social workers were universally concerned. Families are the best watchdogs of care. Social workers told Govt we wanted increased safeguarding protection for residents without families - none came.

4. Years on, we have no care partner legislation, which was introduced in 2020 in Northern Ireland. We have no safeguarding legislation and all too often, we see organisational neglect reframed as poor quality care.

6. In 2025, this Govt, despite pledges after Emily case, have not committed to introduction of care partner or adult safeguarding laws, but are developing a policy (with no teeth). Govt is overly reliant on HIQA, despite everyone, including HIQA asking for safeguarding laws.

7. So please, when politicians tell us they are shocked and horrified, ask why? Why are they shocked when they place the majority of our older people into a sector which is linked to poor care standards and which has weak safeguards? What do they expect?

This is not new! We have families failed in 2025 as we had in 2020. Families failed prior to the pandemic when we locked out families. No safeguarding Leglislation, no appropriate oversight. Nothing has changed. Let's hope this is the moment of change. Micheál Martin
