Indeed, a fair point from Spector, but Carney didn't just say he would seek consensus, he said it wasn't the "choice" of the federal government. And, in his response he didn't emphasize consensus, he said "no, simply no" if a province doesn't want a pipeline.

Lol. Do they ever read the column? Natural resources are provincial jurisdiction, but Ottawa interferes. Cross provincial infrastructure is federal, but Ottawa demurs. My views on the division of powers have been consistent. See here: nationalpost.com/opinion/carson…

Carney wasn't talking about doing them in "cooperation" with the provinces. He said, explicitly, that if they say no, there is no pipeline, and that it isn't even the federal government's "choice." However, there is still room for cooperation without ceding power.
