I get what Patel is trying to say, but this is an odd formulation. The FBI (1) doesn’t “enforce the constitution,” (2) operates on Congress’s statutory directive, (3) needs Congress’s money to run, and (4) if you buy the unitary executive, needs POTUS’s permission to act.
