Counterparty did this in 2014... only it went the other way, and we got OP_RETURN shrunk from 80 bytes to 40 bytes in what has now been proven to be an ill-fated attempt to prevent the community from building on top of Bitcoin.

Guys, ~no one is going to use OP_RETURN >> 80 bytes even if the relay rules are changed in Bitcoin Core. It'll still be cheaper to use Taproot envelopes with the discount. If this had been done in 2014 when Counterparty launched, things would be different...

As the post says, that's <0.1% of UTXOs, and they're spendable, and they're not kept in RAM. If the Bitcoin Core devs hadn't set OP_RETURN to *40* bytes in 2014, then Counterparty users wouldn't have used multisig data encoding.
