The adoption of the Pact at the #SummiOfTheFuture provides us with a comprehensive document to ground some progress. We must reverse the decline of a law-based international order. The document has to be implemented in its entirety.

I think there’s an opportunity. We know what needs to be done. It’s in the Pact. For example, there’s now a realization that the Security Council has to be reformed and enlarged.
