It may not be debt formally but if the state is obligated to make payments from its budget, which it is, then it has the same fiscal effect as repaying a state bond, a revenue anticipation note or rental payment on facilities, such as prisons, built with revenue bond

There’s a huge trove of data buried in state records if you know how to find it. The budget page alone has a couple of dozen spread sheets, including this one. Another, for instance, charts the growth of state workforce over the decades.

I would add that when Stockton declare bankruptcy its pension obligation was the largest single debt it cited and whether that the city could renege was a big issue for the bankruptcy judge

Unfunded pension liabilities are the totality of the current or potential payments to the covered employees minus the value of current assets and projected contributions from employers and workers and their projected investment earnings during the lives of pension recipients.

In those pre-internet days there was an almanac of American politics and we in the Bee Capitol bureau thought there should be one for California. I cannot begin to tell you how much work was involved to write it.
