Think the answer will depend exclusively on the person and whether they prefer risk and creative freedom (+1 for the PhD) versus structure and competition (+1 for law) I found the JD harder and much more competitive

Approx 60% of students at Harvard Kennedy School are international Most international students go back to their home countries having had positive experiences living in the US. They form strong connections w/each other and domestic students This is good for US interests!
