3) International justice has a key role to play in clarifying the obligations of States regarding the conservation of the Ocean (recent opinion of the International Tribunal for the Law of the Sea and forthcoming opinion of the International Court of Justice on climate change).

4) It is important to strengthen the capacity of States, particularly developing countries, to implement international law and participate in ocean-related activities. The BBNJ Agreement will contribute to this.

5) Multilateralism and greater international cooperation are essential for the conservation of the ocean. Many international organisations (such as the International Maritime Organisation and regional fisheries organisations) have an essential role to play.
