Now the question is whether the USG really wants to force Chevron and other U.S. energy companies to pack their bags and leave #Venezuela, or if those companies get a general or specific license to stay under a low profile/do minimum maintenance operations (like under GL8)

Amid news that Treasury Department will issue a new license to keep a U.S. footprint in #Venezuela’s energy sector, David Goldwyn and I argue that President Trump’s ongoing negotiations with Caracas should advance U.S. interests *as well as* a democratic opening. foreignpolicy.com/2025/05/23/tru…

Yes, but Chevron's direct involvement is only necessary for exports to the US. Under the maintenance license, Chevron's joint ventures would continue to produce and export to non-US destinations. As a JV shareholder, Chevron would profit from those sales, just like in 2019-22.

Claims that the #Venezuela govt is "desperate" and on the point of collapse might be more convincing if we hadn't been hearing the same thing from the same opposition politicians for 20 years.

#Venezuela state firm PDVSA “also is taking over sales of crude produced by the ventures, which could lead to a new accumulation of debt owed to its partner. Earlier this month, the state firm began exporting a heavy crude jointly produced.” reuters.com/sustainability…

Notable lack of alarm in state media in #Venezuela around the recent changes to the Chevron license, emphasizing the US energy giant will maintain a presence in the country and there will be "other markets" for Venezuelan crude (read: China)...

Two months after they were announced, the White House has refrained from imposing a threatened 25% tariff on countries purchasing #Venezuela’s oil. So far they do not even appear to have come up in ongoing trade talks with shadowy buyers like China and Malaysia.

Reminder secondary tariffs associated with purchases of Venezuelan crude have subsided and arent even being used as rhetorical threat. Why? Too many tariffs for other reasons especially wrt China? Probably. Why pile on more when 165% tariffs are too much. Also timing re licenses
