Tombe is likely correct. But it's worth remembering that the United States was poorer after it gained independence. They lost labourers, they lost intellectuals, they lost trade. It was a bad scene for many years. But in the long run they seem to have done OK.

I found myself getting angry over this story. It seems obvious that, whether this Quebec fisherman drifted 200 feet into the U.S. or not (as the U.S. Coastguard alleges), his arrest was unwarranted and overzealous. To me, it is a reflection of the impunity with which U.S. law
