BREAKING: According to military correspondent David Torosyan, in the areas adjacent to Stepanakert, preliminary data suggest that gunshots from small arms (likely PK machine gun) can be heard. Based on available information, the shooting began at 11:37.

Azerbaijan again violated the ceasefire & agreements. While the Artsakh delegation went to Yevlakh for talks with Azerbaijani conditions, their forces started shooting at the upper side of Stepanakert, entering some residential parts there. Exchange of gunfires are heard.

A number of substations feeding the electrical system are under Azerbaijani control, which is why there is no electricity in #Artsakh.
