Classic case of NIH Funding being behind the times in technology and not interested in the user experience..... The "Users" are hard working research scientists that have literally spent MONTHS putting together a research proposal that MAY get funded 10% of the time. . . .

This also happens on big team projects. Transparency in everyone's contributions to the complicated work of science is extremely important to the often weird career paths of scientists.
