Yesterday’s reception at the Galway Bay Hotel marked the start of our 14th Seminar for Legal Advisors of the Armed Forces. Our President, Prof. (Em.) W. Heintschel von Heinegg & BrigGen C. Keogh, Commander GOC 1 Brigade, Óglaigh na hÉireann, welcomed participants to the event.


This morning, our Seminar Director, Col 🇮🇪 Richard Brennan, Siobhán Mullally (UN SR Trafficking in Persons) (Irish Centre for Human Rights) & Rossa Mulcahy officially opened the 14th Seminar for Legal Advisors of the Armed Forces, hosted in Galway. About 90 experts from a variety of countries have registered to attend the Seminar.


Today’s first session focused on the highly topical issue of proportionality under #IHL in today’s world. This interactive and insightful session was chaired by Jessica Dorsey (@jessicadorsey.bsky.social) and Dr. David Turns (Swedish Defence Forces), Sigrid Redse Johansen & Rogier Bartels shared their perspectives.


The 2nd session discussed the protection of peacekeepers, including in case of robust mandates. Under the chairmanship of Prof. R. Murphy (Irish Centre for Human Rights), MajGen (Ret.) A. Ó Murchú (🇮🇪) and Dr. B. Sonczyk (The Hague University for Applied Sciences) shared their insights.


The last session of the day, chaired by our President, Prof. (Em.) W. Heintschel von Heinegg, analyzed AI applications in the military domain. Anna Rosalie Greipl (Geneva Academy of IHL and Human Rights) & Jessica Dorsey (@jessicadorsey.bsky.social) presented findings of their international law research to the participants.


The 14th Seminar for Legal Advisors of the Armed Forces, organized in Galway 🇮🇪 with the support of Óglaigh na hÉireann, and in partnership with Irish Centre for Human Rights, EUROMIL, Geneva Water Hub, Maritime Institute and DCAF HQ.


The 4th general discussion of our Seminar focused on economic and social rights of members of the armed forces, and was chaired by Emmanuel Jacob 👉 Insightful presentations by Rebecca Mikova, Conor King and LTC K. Reichert, Special Advisor to the 🇨🇦 JAG.


The 5th general discussion of our Seminar highlighted international law perspectives on the cyber warrior in hybrid and full-scale conflict. Chaired by Shane Darcy, Prof. BG P. Ducheine and Cdr. K. Aubrey-Horvath shared their views.


The legal framework for navies and coastguards to protect critical infrastructure at sea 🌊 was discussed during a session chaired by Capt (Irish Navy) P. Burke. The great line-up of speakers: Prof. (Em.) T.D. Gill, Frederik Rogiers & LtCdr S. Mulcahy (Óglaigh na hÉireann).


The last session of our 14th Seminar was centered around a recent NATO SFA COE publication on enhancing stabilization and strategic partnership in a post-conflict environment, and featured presentations given by Maj L. Glorioso of the CoE and Dr. M. Tignino (Geneva Water Hub).


At the 14th Seminar for Legal Advisors of the Armed Forces in #Galway, DCAF contributed to the session on “Economic and social rights of the members of the armed forces.” Rebecca Mikova presented our comparative findings on the #socialrights of armed forces personnel — such as
