Existing mats seem to be largely privately funded, leading to insurance delays. Why are we relying on private donations? Why aren't County Councils investing in these mats?

Beach mat access should be a BASIC Blue Flag REQUIREMENT for suitable beaches. We recognise/applaud the win here, but why does it have to be a battle? It's insulting & patronizing.
