China's AI ambitions have sparked significant anxiety in the US, with some believing China has already won the AI race. This perception has led to restrictions on China’s AI innovation and access to critical technologies.

How does China itself perceive the military use of AI? What role does the US play in shaping China's strategic thinking on AI and its military applications?

The Chinese strategic community highly values AI as a key driver of military transformation. However, there is growing frustration within China over its slow progress compared to US advancements in AI-driven military capabilities. The figure below shows the no. of Chinese

The U.S. serves as both a model and a strategic competitor in China’s military AI development. Jinghan Zeng shows below the most frequently mentioned words before & after the word ‘USA’ among 140 Chinese articles that he studied.

This creates a paradox: While China admires and studies U.S. AI advancements, it also views them as a source of strategic instability. This has fuelled Beijing’s urgency to counterbalance US influence.

In this competitive environment, global AI governance is more crucial than ever to ensure robustness, reliability and safety in military AI. However, existing governance frameworks remain underdeveloped in addressing the risks of an escalating US–China AI rivalry.

Without clear norms and risk-mitigation strategies, the AI arms race could heighten geopolitical tensions and increase chances of miscalculation or conflict. A cooperative approach to AI governance is essential to prevent unchecked escalation.

The US must strategically leverage its influence to shape China’s adoption of safe AI norms and practices. Encouraging China to align with global AI safety standards could reduce risks while maintaining competitive stability in military AI.
