This appears to be antithetical to the mission of the National Archives and a thinly-veiled attempt by the Trump administration to give it the authority to decide who gets to conduct research. It’s also unnecessary. You already need to make an appt to conduct research at NARA II

UPDATE: The notice has been removed from NARA's website. There is reason to believe this was a poorly-worded announcement RE a parking policy. Even if so, the swift and vocal reaction is exactly what's needed to show the that people care about, and pay attention to, NARA
