The baseline report also calls on justice actors to urgently act to enhance access to reporting mechanisms for victims of violations and deliver timely, efficient, and trauma-informed investigation, prosecution and adjudication of cases.

She stressed the need to build a justice system that is effective, efficient, fair & delivers protection to every woman&child in Uganda. “When the law fails to protect the most vulnerable – our women & children—it is not just justice that's wounded, it is the soul of our nation."

In her remarks, Criminal Investigations Directorate-UPF Deputy Director Beata Chelimo reiterated commitment to address gender-based violence. Acknowledging the challenges in investigating cases, she observed that negative cultural practices and norms influence why many victims choose not to report.

“When a woman is assaulted, there is little chance that she will seek justice. In some communities, when a woman reports a case, they must immediately pack up and leave. Sometimes they report, and the next day, they do not come back. So, you are stuck with a case,” she stated.
