What an odd assertion. I reported it on numerous occasions, as did others: verbally & in writing to the President of P&R (in whose meetings it seemed most prevalent) and formally to SACC. I also raised it with the SLT & Chief Exec as I was so concerned about the impact on the CS.

Glad that the core of the original requete was strongly rejected and replaced by an alternative approach developed cross-committee. I'm also encouraged that the DPA suggested they will bring forward an alternative to GP11 next year to support much-needed affordable housing. 👏
