As the fine for not voting increases, turnout goes up (duh!), but: (1) extra votes are largely blank or invalid, (2) monetary incentive explains little of the impact of compulsory voting, (3) young people change their registration to districts with low fines. Read more here👇

Very interesting work showing that a $1 gain in intragovernment transfers gets spent w/o changes in taxation while a $1 loss leads to investments in fiscal capacity. Paper speaks to classic questions on the economics of decentralization: flypaper effect, fiscal laziness, etc.
