Secretary Patrick Tutwiler was grateful to sit down with civil rights pioneer Leona Tate at the M.A.S.S. conference in Mashpee on Thursday. Tate was 6 years old in Nov. 1960 when she and three other children became the first in the U.S. to desegregate a public elementary school.
