Mayor Quinton Lucas surprised former Mayor Sly James this morning, dedicating the Sylvester "Sly" James Pavilion at the Kansas City Convention Center, located near the corner of 16th and Wyandotte. The pavilion honors Mayor James's eight years of leadership from 2011- 2019.
