Federal court in New Jersey has not granted New Jersey's request for injunction blocking congestion pricing. Court told Federal Highway Admin to do some more paperwork, but left its approval standing. The legal pathway for congestion pricing to start on January 5 is now clear.

NY climate law Sec. 75-0109.1 required regs by Jan. 2024 to achieve mandatory emissions reductions. A year after deadline, Hochul declares further delay. This violates explicit statutory requirement. No way has been shown to achieve required reductions without cap & invest.
