You only need EPM rules for things that need admin privileges. I’ve seen folks mistakenly create rules for the whole app where only the installer is needed.

Imported ADMX is staying as it is today. Just the base administrative templates experience is going away. Use settings catalog for ADMX based policy for Edge, Office, OneDrive, Chrome, FSLogix, Visual Studio, and Clipchamp.
