I sent a FOIA request seeking 8 yrs. of U.S. Army Corps of Engineers inspections of Richmond's DPU infrastructure. The initial quote was $113,000. After I narrowed the request, the fee was $165. I agreed to that. But now, officials have come back with a new estimate of $506.
