Great structure for the #OAI13 panel on Research Assessment of having advocates, the national perspective, and infrastructure reps discuss what is needed to change the assessment process to allow #OpenAccess to succeed.

Better to get rid of perverse incentives than focus on generating positive incentives, says Bjorn Brembs. Focusing on positive incentives assumes that researchers will not do the right thing if the environment is different. #OAI13 #ResearchAssessmentDebate
