5,267 complaints were received in 2024 to 2025, 15% more than the previous year. Unsurprisingly, 5,100 of these were about prisons. Some of this rise will be as a direct consequence of a system under strain.

As in previous years, property was the most common category of complaints we completed in 2024 to 2025 (35%). We repeatedly see issues where staff fail to handle property, and we have found that prisons are insufficiently motivated to improve property practices.

.HMI Prisons annual report stated 39% of prisoners told them it was easy to get drugs. Drones are becoming more sophisticated and being used to deliver drugs into prison. The prison service need to be relentless in their drive to prevent synthetic opioids getting into prison.

Depressing 35% increase in deaths in prison and other custody last year. At least 1 death at Brook House IRC which had pending Inquest this month. The Labour government must act quickly and now.

A major focus for our complaints team last year was the launch of IPCI Ambassadors in 47 prisons, with volunteer prisoners guiding others to know how and when to contact IPCI. Getting things sorted quickly and locally is the best outcome when things have gone wrong for prisoners.

Behind every complaint investigation is a prisoner for whom a swift resolution is incredibly important. We never lose sight of the fact our work has a real impact on the lives of individual people, so we pushed back 170 complaints to the establishments to reinvestigate properly.

Last week Prisons and Probation Ombudsman Adrian Usher visited HMP Warren Hill "Conditions of Success" and HMPHollesleyBay prisons. Both visits were positive - Adrian had the opportunity to speak with both staff and prisoners separately and he was impressed by the accommodation at Hollesley Bay.
