Zelaya is wrong: gerrymandering is not possible in Canada because of how the electoral boundaries are redistributed every 10 yrs to match population changes made by non-partisan commissions for each province. Boundaries are not redistributed by the Government.

A pipeline that is full all the time (100% capacity utilization) is also a pipeline that is too small. We don't expect any other infrastructure to hit that utilization rate. In fact, we built enough capacity so it's NOT always in full use.
