Fully agree. I have visited some eye hospitals in the Terai that also serve a large number of Indians from neighbouring areas. Coordinated border development programs would benefit people on both sides.

I have long felt that India too should enhance engagement of our State Governments with neighbouring countries. Many issues in the relationship can be resolved at that level. Of course a mechanism needs to be devised to ensure that the central government is in the loop.
