In response to historic flooding, Texas Gov. Gregg Abbot and USDA Secretary Rollins are allowing Texans to use their SNAP benefits to buy hot foods. This should be a permanent policy nationwide. My bipartisan Hot Foods Act would make this possible for everyone who relies on SNAP
