Paul Goldberger The no 1 thing Penn needs (after the tunnels!) is through running. Everything else it needs - daylight, clarity, frequency, space… are easier & prob cheaper w through running. Great to see this finally getting discussed eg ReThinkNYC and Tony Simone piece in Gotham Gazette
