Harmful norms persist because, in many places, they serve a socially valued function. But what happens when that function loses its value? First, some context: while the motives for FGM vary across countries and ethnic groups, in many traditional Nigerian communities it’s practiced because it’s believed to prevent premarital and extramarital sex — both traditionally heavily stigmatized.

Using a staggered difference-in-differences strategy and qualitative methods, we study the expansion of 3G networks in Nigeria — which brought fast internet and, with it, increased access to new cultural content, values, and role models in traditional communities.

We find that exposure to 3G: ⬆️Internet use by 20 pp, (31 pp for young women) ⬇️FGM by 2.3 pp, driven by rural areas ⬇️Support for FGM, driven by women

But why does fast internet reduce FGM? Because 3G destigmatizes premarital sex, undermining the social purpose FGM serves: 1️⃣ 3G increases premarital and extramarital sex (and its reporting). 2️⃣ The effect on FGM shows up only where it’s justified by virginity norms.

3⃣ No effect in areas where FGM is practiced for alternative reasons or where premarital sex is not stigmatized. But what about anti-FGM online campaigns and information? We examine the impact of one of the main campaigns of recent years and find very limited effects.

However, 3G is a multidimensional shock that could affect FGM through alternative channels. We therefore also test—and rule out—that the observed effects on FGM are driven by 3G ⬆️ economic welfare, ⬇️religiosity, or ⬆️education.

But 3G may also have negative consequences...so what are the policy implications? Interventions targeting the stigmas and beliefs sustaining harmful norms may be more effective than efforts aimed directly at the harmful practices themselves.
