This 5% figure is going to be a zombie number that plagues us for years. Emerging agreement is 3.5% on core defence spending, & 1.5% on defence-adjacent spending: domestic resilience, cyber-security and so on. Some of what was previously in the 2% target will move to the 1.5%.

Hegseth doing US a disservice here. Chinese mil now so active that small scale quarantine could be done with v little warning. But that’s not true of an invasion. And if you tell people now “imminent” you have tougher job persuading people when you really do have indications.

I asked India’s defence chief Gen Chauhan what lessons he’d offer Adm Paparo on Chinese hardware and munitions. He says India will look at lessons—“how did it play out, what were the shortcomings”—but “a lot of work still needs to be done” on drawing insights from the crisis.

Chauhan says when he joined army the key was fitness and firing. “Today a large numbers of soldiers in infantry battalions must be able to fly drones.” Says India’s Agnipath recruitment system of four year periods of service produces “young people with fresh thoughts and minds”.
