So many of the proposals in the NCS Bill can happen by amending existing legislation. However any amendments such as the right to breaks for carers will be pointless if we can't hold councils to account when they fail to implement those rights. And that is why we need an NCS Bill

We welcome the announcement in the draft Scottish Budget that Scottish Government are committed to raising the earnings threshold for Carer Support Payment and Carer’s Allowance to £196, which means carers in Scotland can earn an extra £45 a week whilst receiving these benefits.
