Local authorities in Zimbabwe will never achieve their visions as long as there is no devolution of governmental powers and responsibilities to lower tiers of government. As it stands, the government is recentralising and taking away key functions of local authorities.

The Government of Zimbabwe is the one crippling Local Authorities through Ministerial Directives and Guidelines by the Ministry of Local Government and Public Works, as well as through the Office of the President and Cabinet. This offends constitutional provisions on devolution!
