What goes wrong with library funding is that career-minded librarians want jobs that don't mean they need to work every day in a library. So management posts and projects develop and they take up the budget. Whether there are cuts or not, over time, front line service suffers.

The answer is that local branch managers and staff should be trusted to and encouraged to take much more responsibility and have much more resource to work with their local neighbourhood. It would be a big change
