In January 2022, City of Rochester Mayor Malik Evans established the Housing Quality Task Force to establish recommendations to preserve equitable neighborhood stability, improve registration compliance, and advance tenant protections. bit.ly/3DdiqYb

Among those recommendations, the Task Force partnered with Enterprise Community Partners, NY Attorney General's Office and Tolemi to establish a landlord "report card" to inform prospective tenants about the quality of responsible landlords and property managers.

The City of Rochester developed a weighted multi-factor score leveraging over a dozen data connections consolidated into four key categories: Vacancy duration  Open code violation duration   Number of open violations per unit Rental registration renewal compliance

Rochester's rental property scoring model empowers tenants to identify safe, accountable rental opportunities and enables the City to leverage limited resources to maximize impact on inspection coverage and registration compliance.

While Rochester's rental registration program reflects the culmination of progressive reforms towards establishing rental inspection and landlord contact disclosure requirements, Cities can take immediate comprehensive action to adopt impactful rental registration programs...

In 2019, the City of Racine adopted RacineRENTS--a national model for comprehensive rental and neighborhood stabilization efforts. bit.ly/3DheIgj

Partnering with Tolemi, the City of Racine leveraged limited resources to identify property owners with the largest volume of unregistered rentals and owners with historically poor code enforcement records.

The six key components of RacineRENTS consist of: Rental and Commercial Property Registration Proactive rental inspections Foreclosure registration Interdepartmental chronic nuisance abatement Codifying tenant non-retaliation protections City-coordinated Rent escrow
