لم تُعرّف الاستراتيچيات التي تم تحليلها مفاهيم النوع الاجتماعي أو النهج المُراعي له، مما أضعف جهود تحولًا حقيقيًا في قضايا النوع الاجتماعي. None of the analysed policies clearly defined gender, sex, or gender-responsive approaches, undermining gender-transformative efforts.
