Great set of thoughts. I'm most persuaded by @Elibietti and Sanjay Jolly, seeing this as normal statecraft in modern capitalist states: harnessing nationalism to advance domestic profit-reaping elites while diverting efforts from democratic or egalitarian public interventions.
