More specialists would be beneficial to schools and pupils. But the case for a named EP for each school doesn’t make sense given; differences in no. of pupils in each school, no’s educated out of area or at home. What we need is better integration of specialists in schools.

Resource bases are an interesting ‘answer’ to the issues re inclusion. They certainly aren’t new and there doesn’t appear to be an evidence base for their use. Locating pupils with SEND in a space could help better deploy staff and resources but, it doesn’t feels like inclusion

If we believe the bedrock of an inclusive education is high quality teaching, then knowing your pupils’ start points and helping them progress at each stage of their education should do it. Properly resourced specialists can help do the rest, in line with existing law.

No I’m afraid this is not one of the academy freedoms at all. All state schools are bound by the same admissions regulations and the same statutory duties in this regard. Perhaps we can have a chat about this?

Fairly big caveat.. ‘differing rates could also be down toacademies meeting pupils’ needs without formal identification of SEND, under-identification of SEND or delays in EHCP assessments caused by reduced local authority capacity in areas with fewer maintained schools’
