The African American Civil War Memorial was dedicated 25 years ago today. Located at U St & Vermont Ave, the memorial features sculptor Ed Hamilton's "Spirit of Freedom." The bronze statue expresses the determination of the men who helped free over 4 million enslaved people.

#OTD in 1862, President Lincoln signed the Second Confiscation Act & the Militia Act, authorizing the federal government to free any enslaved person in conquered rebel territory and allowing African American men to join the military. It was a timely boost to the Union war effort.
